Is it permissible to give the entire Zakat to a man who supports 12 individuals, for him to buy an agricultural tractor that would generate income for him and make him self-sufficient from his current job?

If a man is poor and does not possess enough for himself and his dependents, it is permissible to give him from the zakat what suffices him, even if it is the entire zakat. He may dispose of it in a way that helps him support his family. It is also permissible to give him what he needs to purchase tools for his profession. However, if his earnings suffice him, he is not entitled to zakat on the grounds of poverty or destitution.
