Is it obligatory to make up missed prayers after becoming committed to religious observance, and what is the ruling on making up missed prayers from before one became committed?

Prayer is a link between the servant and his Creator. Through it, worries are removed, sustenance is attracted, and calamities are repelled. The Prophet, peace and blessings be upon him, "would pray whenever he was troubled by an affair," and he said: "The delight of my eye has been made in prayer." Whoever maintains prayer at its appointed times benefits from it, and its effects become apparent in their conduct, for their reverence for it is a sign of their reverence for the commands of Allah. Prayer forbids indecency and evil for whoever observes its times, obligations, and traditions, and has humility in it. As for one who misses a prayer or deliberately abandons it, they must make it up, and it is not waived under any circumstances.
