Is it permissible to mention the one who openly commits all types of sins, or only the one who openly commits acts of wickedness and innovation? And do all types of displaying adornment (tabarruj) count as wickedness, including wearing makeup with modest clothing, or wearing tight clothes while covering the hair and body?

It is not permissible for a woman to appear before non-mahram men in tight clothing that reveals the size of her body parts. The face and hands must be covered. It is also not permissible for one who adopts the view that it is permissible to uncover the face to adorn herself with makeup and appear with it before non-mahram men. One who observes a transgression should advise and clarify with gentleness and mercy.

As for judging people as immoral (fasiq), this is not the inquirer's concern. It is not permissible to judge a specific person as immoral merely because they have committed an act that necessitates such a judgment; they may have an excuse due to interpretation or other reasons. Furthermore, worldly rulings, such as the punishment of an immoral person, are not established until the proof has been presented.

People of knowledge and faith are keen on showing mercy and compassion to creation. They excuse those who strove to know the truth but were unable. Moreover, aspiring to judge people as immoral may be a sign of self-admiration and contempt for Muslims, which is a greater sin than the sin of the disobedient.

A sin that humbles you before Allah is more beloved to Him than an act of obedience with which you feel superior to Him.
