Is it permissible, in Sharia, to publish a program for the Noble Qur’an whose surahs have been collected from the Internet, knowing that every website has copyrights?

Copyrights are reserved for their owners, and it is impermissible to dispose of them except with their permission, whether they are material or intellectual. This includes authorship, translation, and scientific programs.
