Is it permissible to curse immodestly dressed women based on the words of the Messenger of Allah, Allah's peace and blessings be upon him: "Curse them, for they are accursed"?

Al-Tabarani narrated from Ibn 'Umar his saying: "At the end of this Ummah, there will be men who ride on saddles until they reach the doors of the mosques, their women will be dressed but naked, on their heads like the humps of lean camels. Curse them, for they are cursed." This hadith was authenticated by Al-Albani, and it indicates the permissibility of generally cursing women who display their adornments (mutabarrijat), but it is not permissible to curse a specific woman who displays her adornments.
