Was the wife entitled to seek a divorce because her husband stole inexpensive items from her father's house to pay off his debts and meet her needs? And what is the expiation for this act?

The first is for the wife to forgive her husband for his transgression and to appreciate his financial circumstances. And the husband must repent to Allah Almighty for his sin, and return what he took from his wife's family, or seek their forgiveness for it.
