Is the verse (Indeed, your cunning is great) in Surat Yusuf merely a narration of events, or is it a legislative affirmation and endorsement?

The noble verse, "Indeed, your cunning is great," is not a legislative ruling. Rather, it appeared in the context of the عزيز مصر (governor of Egypt) explaining that what happened to Yusuf (Joseph) was due to the cunning and trickery of women. This is because Allah narrates his statement: "So when he saw his shirt torn from the back, he said, 'Indeed, it is of your cunning. Indeed, your cunning is great!'" (Yusuf: 28). The rule in such situations is that every narrative in the Qur'an, if not subsequently refuted, indicates the truthfulness and validity of what is narrated.

Accordingly, the statement of the عزيز مصر, "Indeed, it is of your cunning. Indeed, your cunning is great," came in the context of the Quranic story without denial or invalidation. It is a statement acceptable in its specific context, meaning it was an address to certain present women, considering the cunning act committed by the wife of Al-Aziz to escape her scandal and sin. This is not proof that the cunning of all women in the world is great.
