Why is the narration found in Sahih Muslim and Abu Dawud that states: "I have left among you that which, if you hold fast to it, you will never go astray after me: the Book of Allah," not followed?

The testament to the Book of Allah was mentioned in the Farewell Sermon (Khutbat al-Wada'), just as the testament to the Sunnah and the People of the House (Ahl al-Bayt) was mentioned in other narrations. The testament to the Sunnah was mentioned in the Hadith of Imam Malik, and the testament to the People of the House in the Hadith of Ghadir Khumm. There is no contradiction between these testaments, as the testament to the Book of Allah encompasses the testament to the Sunnah and the People of the House.
