What is the ruling on praying behind a person who believes in not lowering one's garment below the ankles ( عدم الإسبال ), permits musical instruments, and supports the views of Al-Qaradawi, knowing that Sheikh Al-Fawzan issued a fatwa of absolute impermissibility for anyone who permits such things?

Prayer behind a Muslim is valid even if he is a transgressor, based on the saying of Uthman ibn Affan (may Allah be pleased with him): "Prayer is the best of what people do. So if people do well, do well with them, and if they do bad, avoid their evil."

It is advised to counsel the Imam and explain to him the শরعي (Shari'ah) evidence regarding the prohibition of musical instruments.

As for Isbal (letting one's garment hang below the ankles), scholars have differed on it, between absolute prohibition and prohibition if done out of arrogance. In matters of scholarly disagreement, it is not permissible to strongly denounce or accuse the differing party. Rather, the discussion should be calm and academic. Prayer behind such an Imam is permissible and valid.
