If "takheet" means masturbation, then it is forbidden both in and outside of it. It is also one of the things that invalidate the fast if semen is emitted. Its expiation is sincere repentance by abandoning it, regretting it, and resolving not to return to it. However, if it means lying in jest, then it is also forbidden both in Ramadan and outside of it.
