What is the danger of establishing the ḥadd punishment upon the poor and the weak without including the ruler and those in authority in Arab countries?

Allah has legislated the hudud (prescribed punishments) for great benefits, as they are a mercy to the one being punished and to the nation. This is because they deter anyone who might be tempted to commit acts that necessitate them. Suspending the hudud or applying them to one group but not another nullifies these benefits and constitutes a violation of Allah's command. This was the reason for the destruction of the Children of Israel, as the Prophet, peace and blessings be upon him, informed us in the story of the Makhzumiyah woman: "Indeed, the Children of Israel were destroyed because when a noble person among them stole, they would let him go, but when a weak person among them stole, they would carry out the punishment on him. By Him in Whose Hand is my soul, if Fatimah, the daughter of Muhammad, were to steal, I would cut off her hand."
