Does the Hadd fall from a person if it is carried out by a group of people or an imam of a Muslim community that does not recognize the legitimacy of the ruling systems, and it was not carried out by the general ruling Imam?

It is not permissible for individuals or groups to carry out the Hudud punishments. Rather, this is the responsibility of the Muslim ruler or his deputy, to prevent chaos and ensure justice. Whoever commits a sin that necessitates a Hadd punishment should repent sincerely and conceal themselves. And whoever becomes aware of their sin should conceal them and advise them, for sincere repentance forgives sins even if the Hadd is not carried out. The conditions for repentance are: abstaining from the sin, regretting it, resolving not to return to it, and restoring rights to their owners if the repentance relates to the rights of human beings.
