What should a Muslim do if he commits a sin that necessitates a ḥadd punishment, such as the ḥadd for zinā (unlawful sexual intercourse), and wishes to purify himself by having the punishment carried out, but his government does not implement Islamic Sharīʿah? And is it permissible for him to ask his relatives or friends to carry out the ḥadd upon him so that his sin may be forgiven?

The jurists have agreed that the Imam or his deputy is the one who carries out the prescribed punishment (Hudud), because it safeguards lives, properties, and honors. This is also because the Imam is capable of establishing it and carrying out the punishment without favoritism. Individuals are not permitted to carry out the prescribed punishments, as this leads to chaos and discord. The disobedient person must repent and seek forgiveness.
