Is it permissible for a person and his wife to perform Hajj with money from the financial aid provided by a Western country to assist families due to the presence of children, knowing that this aid does not affect meeting the children's obligations and needs, and the financial grant is sufficient for living?

If the state stipulates that the grant must be spent on the children's necessities of life (food, drink, clothing) or for their ownership, then it is not permissible to spend it on anything else, because the Prophet, peace and blessings be upon him, said: "Muslims are bound by their conditions in what is permissible." However, if this is not stipulated, and the expenditure is merely because the family includes children, then it is permissible to spend it on permissible things and acts of worship, such as Hajj, provided that the children's rights are not neglected. It is not a condition for the validity of Hajj that it be from the pilgrim's own money.
