Is it permissible for an unemployed person in Germany, who is able to cover the cost of Hajj from the money paid to him by the German state as aid for himself, his wife, and his children, to perform Hajj with this money? And is it permissible for him to take from the money designated for his wife and children from this aid to perform Hajj with it?

There is no harm for a person to perform Hajj with money given to him by the state. It is permissible for him to perform Hajj with his children's money if they are not harmed, based on the saying of the Prophet, peace and blessings be upon him: "You and your wealth belong to your father." As for the money the state gives to the wife, it is not permissible to dispose of it without her permission.
