Is it permissible for a menstruating woman, once her bleeding has stopped and she has reached Mecca, to perform ghusl and enter into ihram with the intention of 'Umrah?

The prescribed action for a woman in post-natal bleeding (nifas) who intends to perform Umrah is to perform ghusl (ritual bath) at the time of ihram, even if the bleeding continues. The ruling regarding the cessation of nifas bleeding before the completion of forty days has been previously explained.
