Is it permissible to sell agricultural land that was purchased from the Agricultural Development Administration, has a water well, and has not yet been reclaimed?

If the state sells arable land without the condition of cultivating it, the buyer owns it and is free to dispose of it. However, if it stipulates its cultivation, the condition contradicts the essence of the contract. The preponderant opinion is that the sale is valid and the condition is void, based on the Hadith of Barirah: "Any condition not found in the Book of Allah is null and void, even if there were a hundred conditions." Thus, the condition was invalidated, but not the contract. Nevertheless, if failure to fulfill the condition leads to self-abasement or waste of money, then it must be fulfilled, for the Prophet, peace and blessings be upon him, said: "It is not befitting for a believer to debase himself," and "Indeed, Allah disliked for you three things: gossiping, wasting money, and excessive questioning."
