Is it permissible to perform Umrah with money from a blood-money payment (Diyya) received from a car accident?

There is no impediment to performing Umrah with money paid as a substitute for blood money (Diyyah) if it is legally due, because it is an inheritance bequeathed by the deceased, like the rest of his wealth. This is supported by the saying, "The blood money is an inheritance among the heirs of the slain according to their prescribed shares."
