Does Islamic Sharia contain detailed solutions for all political, social, and economic issues, and if an issue not found within it arises, from where are its rulings derived?

Islamic Sharia, as the final of divine laws, encompasses all that people need in every aspect of their lives, including beliefs, acts of worship, and transactions. Legal rulings are either explicitly stated in the Quran and Sunnah, or a jurist can deduce and derive them through other legal evidences such as the traditions of the Companions, analogy (Qiyas), presumption of continuity (Istishab), public interests (Masalih Mursalah), and blocking the means (Sadd al-Dhara'i‘), all of which confirm the comprehensiveness of Sharia and its clarification of everything.

Quranic verses and Prophetic Hadiths have indicated the perfection of Sharia and its fulfillment of all human needs, such as the Almighty's saying: ﴿And We have sent down to you the Book as clarification for all things﴾ (An-Nahl: 89). In the case of new emerging issues for which there is no explicit text, scholars exert effort to derive their rulings by analogy to the general principles and objectives of Sharia, and even by invoking the principle of permissibility or prohibition when there is no counter-evidence. Thus, there is no issue without a legal ruling.
