Does my participation and the testimony of four of my colleagues for one another—knowing that we do not know if the person being testified for actually contributes to the support of his parents or not—in obtaining a health support document for parents, count as a false testimony, and what is the solution if that is a mistake?

It is not permissible for a Muslim to bear witness to what he does not know, because one of the conditions for bearing witness is knowledge of the truth of what is being witnessed, as the Prophet, peace and blessings be upon him, said: "Bear witness to something like this" - and he pointed to the sun - "otherwise, do not."

Therefore, one must repent to Allah for bearing witness to what was not known, because it is false testimony, and false testimony is one of the major sins. Furthermore, commercial health insurance is forbidden by Islamic law due to its elements of gambling (qimar) and uncertainty (gharar).
