If a suitor who is suitable proposes to a girl, her guardian should not reject him without a legitimate شرعي reason. The guardian's desire for the marriage to take place in his country is not a sufficient excuse for prevention. The guardian can appoint a Muslim to marry her on his behalf, and authorization can be given over the phone or by a certified letter. If the girl fears her father's منع (obstruction), she can refer her case to a شرعي judge or an Islamic center to arrange her marriage. A woman's travel without a محرم (male guardian) is not permissible except out of necessity or urgent need, and her travel to complete a marriage is not a شرعي excuse. The guardian can seek a محرم to accompany his daughter to resolve the issue.
