What is the ruling on wearing a short garment that falls below the knee with long black socks that cover the leg, provided it is not tight and is only in front of women?

It is established among jurists that a woman's awrah (area of nakedness) in front of another woman is from the navel to the knee. It is not permissible to expose more than that except out of necessity. However, this does not mean that a woman should sit among other women with this much exposure, because her attire in the company of her sisters should be modest and covering, indicating her shyness and dignity. Thus, nothing should be visible except what appears during work and service, such as the head, neck, forearms, and feet. This is what the Holy Quran, the Sunnah, and the practice of the women companions indicated. Therefore, a woman's attire in the presence of other women must be covering from the palm of the hand to the ankle. It is not permissible to imitate disbelieving or immoral women.
