What is the ruling on wearing short garments that reach mid-calf in front of women?

It is permissible for a woman to wear short clothing that reaches mid-calf in front of other women, as long as it is not tight, revealing the size of the 'awrah, or an imitation of disbelievers and immoral women. However, it is better for a woman's clothing to be long, loose, and covering. The 'awrah of a Muslim woman in front of another Muslim woman is what is between the navel and the knee. It is more cautious not to show anything except what normally appears during work, such as the face, head, and hands up to the elbows.
