Is it permissible to prevent a mentally ill patient—who cannot concentrate or grasp the reality of matters, and collides with worshippers after prayer—from going to the mosque?

A mentally ill person is prohibited from entering a mosque if their illness reaches a degree that absolves them of religious obligations. Jurists have stated that the insane and the drunk are prohibited from entering a mosque, based on the Almighty's saying: {Do not approach prayer while you are in a state of drunkenness} [Quran 4:43]. The insane person is even more deserving of prohibition. Furthermore, an insane person is prohibited from entering a mosque even if they possess some degree of awareness, if their presence therein harms the worshippers. This is analogous to prohibiting those who have eaten garlic, onions, or leeks from entering the mosque.
