Has humanity achieved Allah's vicegerency on Earth, as mentioned in Surat Al-Baqarah, verse 30, and why?

The meaning of vicegerency (khilāfah) mentioned in the verse is the vicegerency of Allah on Earth by implementing His rulings and developing it, and by governing people through it. This is what the prophets and their followers undertook, and it was clearly evident in the biography of the Prophet (peace be upon him) and his rightly guided caliphs.
