Where is God's Caliph on Earth, when He, the Most High, said: "Indeed, I will make upon the earth a caliph"?

Allah made the children of Adam vicegerents on Earth to inhabit it generation after generation, and He promised empowerment and vicegerency to thevers who adhere to His law, as stated in His verse: "Allah has promised those among you who have believed and done righteous deeds that He will surely grant them succession [to authority] upon the earth." (24:55) Vicegerency is of two types: general, which includes all human beings, and specific, which is the vicegerency of those in authority who adhere to the Divine Law, such as Abu Bakr and the Rightly Guided Caliphs. Obedience to them is obligatory as long as they do not commit disbelief.
