There is no harm in removing hair that is above or below the eyebrow, provided it is not growing on the eyebrow bone itself. It is permissible to straighten or space teeth for treatment or to remove a defect. However, if it is solely for improvement and beautification, then it is not permissible. As for shaping the eyebrows, which involves thinning them, styling them, and removing some of their hair, this falls under the meaning of the forbidden namṣ (plucking).
