What is the ruling on removing eyebrow excesses, based on the fatwas of some shaykhs who hold that the prohibited plucking (namṣ) is the removal of the entire eyebrow, and given that there is a hadith from Lady Aisha—may Allah be pleased with her—ordering the removal of harm, knowing that bleaching and removing facial hair (mustache and beard) for women are permissible, even though they alter the shape of the face?

It is obligatory upon the servant to submit to Allah's decree, and there is no objection to inquiring about the reason.

What has been narrated from Aisha regarding the removal of facial hair is permissible according to the majority of scholars, and it is not related to the removal of eyebrow hair. Bleaching is permissible as long as it is not a deception to the suitor.

It is permissible for a woman to remove hair from her beard and mustache because it is not part of her usual creation.

If eyebrow hair becomes long and exceeds its natural limit or is disfiguring, it is permissible to trim it to restore its usual shape.

Ibn Hajar mentioned that Al-Nawawi said: "It is permissible to adorn oneself with what was mentioned, except for plucking (al-ḥaff), for it is part of al-nāmṣ (plucking)."
