Is it permissible to use phrases such as "God's wisdom willed" and "God's will decreed" as a figure of speech, or is there a prohibition in their usage?

Such phrases should not be uttered, because the doer is Allah, not His attribute. It is Allah who wills and decrees, and wisdom and will are two of His attributes.
