Is it permissible for a Muslim to visit his non-Muslim neighbor when he is ill, or to attend his funeral upon his death?

There is no harm in visiting a sick disbeliever; it is hoped that he may embrace Islam, just as happened with the Jewish youth whom the Prophet, peace and blessings be upon him, visited and invited to Islam, and he accepted it. However, attending his funeral is not permissible due to the glorification it entails for him and the deception it causes people.
