Is it permissible for a 'mu'tamir' (pilgrim performing Umrah) who is not a resident of Saudi Arabia to repeat Umrah by entering into a state of 'ihram' from Al-Taneem Mosque?

The majority of jurists consider it commendable to repeat Umrah within a single year, basing their view on hadiths that encourage performing Umrah. Aisha (may Allah be pleased with her) performed two Umrahs during the Farewell Hajj. Ibn Qudamah is of the opinion that it is permissible to repeat Umrah many times within a year, and this was also reported from a number of Companions and Tabi'in.

Therefore, it is commendable for someone who has performed one Umrah to perform another by entering into ihram from Al-Tan'im or the nearest point within the permissible zone (al-hill), whether they are residents of Mecca or not.

Some scholars, including the majority of Maliki jurists, disliked the repetition of Umrah within a single year, citing that the Prophet (peace be upon him) did not do so. This dislike applies if one does not re-enter Mecca coming from a place where ihram is required.
