There are two prophetic traditions regarding what is recited in the two rak'ahs of Fajr: the first is the recitation of Surahs Al-Kafirun and Al-Ikhlas, and the second is the recitation of two verses from Surahs Al-Baqarah and Al 'Imran ("Say, 'We believe in Allah...'" / "When Jesus felt..."). It is preferable to alternate between them to apply the Sunnah. The two rak'ahs of Fajr are among the supererogatory prayers in which brevity is recommended. Authentic hadiths have indicated that the Prophet, peace and blessings be upon him, recited in them, and not merely confined himself to Al-Fatihah. Therefore, the opinion of some scholars that it is sufficient to recite only Al-Fatihah is weak.
