Is it permissible to describe someone who has wronged me as "You are an oppressor"?

It is permissible for an individual to confront their oppressor with their injustice and say to them, "You are an oppressor," based on the Almighty's saying: ﴿Allah does not like the public utterance of evil, except by one who has been wronged. And Allah is Hearing and Knowing.﴾ [An-Nisa: 148].

The exegetes have mentioned that this verse indicates the permissibility of supplicating against the oppressor and mentioning their evil as it is. Al-Nawawi stated that among the permissible forms of insult is for the wronged person to say to the oppressor: "O oppressor" or "O fool."

However, Islam encourages forgiveness, reconciliation, and repelling evil with what is better, and has promised a great reward for doing so, based on the Almighty's saying: ﴿The recompense of an evil act is an evil act the like thereof; but whoever pardons and makes reconciliation - his reward is due from Allah. Indeed, He does not like wrongdoers.﴾ [Ash-Shura: 40].
