Islam has encouraged and urged the seeking of progeny. If a Muslim is unable to have children, it is for him to seek medical treatment, based on the saying of the Prophet, peace be upon him: "Allah Almighty has not sent down a disease except that He has also sent down its cure." It is permissible to take the costs of treatment from the ruler's private wealth if the recipient does not know it is unlawful, or from the treasury of the Muslims (Bayt al-Mal) if he is in need. The wife is considered in need of treatment even if her husband is able to bear its expenses, because the husband is not obligated to cover this type of treatment.
