Is it permissible to give Zakat al-Fitr in an amount exceeding the prescribed minimum, and is the Zakat on gold to be paid from the husband's money or the wife's, knowing that there is no difference between their salaries?

The obligatory amount for Zakat al-Fitr is one Saa', which a person pays for himself and for everyone whose maintenance is incumbent upon him. Any increase beyond that is a recommended supererogatory act according to the majority of scholars. However, the Malikis disliked any increase, viewing it as an innovation.

As for paying Zakat, it is obligatory upon the owner of the wealth, and there is no impediment for one spouse to pay it on behalf of the other with their mutual consent.
