Is zakat obligatory on a wife's gold intended for wearing? And who should pay it: the husband or the wife? Is it permissible to disburse it for charitable projects, such as memorizing the Quran and serving the mosque, instead of giving it to the poor? And must it be paid in one lump sum, or is it permissible to pay it in installments?

Ornamental gold and silver are, according to the preponderant opinion, not subject to zakat. If we were to obligate zakat on them, it would be due on the wife's wealth. It is not permissible to disburse zakat for charitable projects like Quran memorization centers and mosque services, because zakat has its eight designated categories, among which are the poor. Zakat should be disbursed in one payment, though it is permissible to delay a small portion of it for the benefit of a poor person or while awaiting funds.
