Is it permissible to suffice with a single Sa'i (ritual circumambulation between Safa and Marwah) in Hajj al-Qiran, and what is the ruling if this was done based on a fatwa (religious edict)?

The pilgrim performing Qiran (combining Hajj and Umrah) is required to perform one Tawaf (circumambulation) and one Sa'i (running between Safa and Marwah). This is what the authentic Sunnah indicates, and it is the view of the majority of scholars. The Tawaf al-Ifadah (circumambulation of outpouring) is obligatory, while Tawaf al-Qudum (circumambulation of arrival) is a Sunnah. The Sa'i can be performed after Tawaf al-Qudum or delayed until after Tawaf al-Ifadah. Aisha, may Allah be pleased with her, said: "As for those who combined Hajj and Umrah, they only performed one circumambulation for both." And the Prophet, peace and blessings be upon him, said to Aisha when she performed Qiran: "Your circumambulation suffices for your Hajj and your Umrah." The Qiran pilgrim remains in the state of Ihram after performing Tawaf and Sa'i.
