Does divorce take effect upon the return of the husband who uttered "Talaq" three times, contingent upon his return from travel?

A husband's statement: "When I return from travel, divorce," does not constitute a divorce unless the husband intended it. The ruling depends on knowing the husband's intention, and he should consult a trustworthy Mufti to clarify his intention and wording so that the Mufti can issue a ruling based on it.
