Is it permissible to live near the Sacred Mosque (Al-Haram Al-Makki) while fearing the commission of some sins?

Scholars have differed regarding the ruling on prolonged stay (mujawara) in Mecca. The majority of jurists recommend it due to the multiplied rewards for good deeds and acts of worship therein. Others, however, disliked it, fearing falling into sins, the gravity of which is increased there, or fearing shortcomings in respecting the sanctity of the place and becoming accustomed to it. The preponderant opinion is that prolonged stay is recommended, except for those who strongly believe they will commit evil acts. It is incumbent upon one who stays there to strive against their self to abandon sins and repent from them. If they are unable to do so, they should leave the prolonged stay until they are able to achieve this. Satan should not discourage them from prolonged stay under the pretext of not abandoning sins, for what is prescribed is repentance and prolonged stay.
