What is the ruling on printing a document containing the morning and evening dhikr from a government administration's printing machine with the intention of benefiting a number of Muslims from it?

Using a work printer for non-work-related matters is not permissible unless with the permission of the responsible authority or within the limits of what is customarily overlooked. If the government administration does not permit it and there is no prevailing custom of overlooking it, then printing papers is not permissible, even if a number of Muslims benefit from them.
