Is it permissible to open gaming websites on the Internet, and are they considered among the temptations and desires that must be avoided?

Allah Almighty created humankind for worship and endowed them with various characteristics, including their need for recreation and play. Islam has not neglected this aspect; rather, it has made it a means to aid in obedience. It is a psychological need that dispels boredom and weariness after seriousness and work.

The proof for this is what came in the Sunnah regarding the encouragement of racing and training in horsemanship and archery ("No prize is allowed except for racing camels, shooting arrows, or horses"). Also, the Prophet, peace and blessings be upon him, stood to watch the Abyssinians play with spears, and the singing of young girls on Eid. These examples illustrate that play is a means to build bodies and train in martial arts, and that a Muslim is called upon in this aspect of their life to be a reminder and a helper in obedience to Allah.

As for playing online, it is permissible as long as it does not involve anything forbidden or distract from an obligation. However, it may carry moral and health harms, especially for children, and can cause addiction and a disruption of duties.
