It is not permissible to delay it except in a few minor cases, such as the absence of the wealth or waiting for a deserving poor person.

Therefore, it is not permissible to delay paying Zakat for the sake of Hajj. Rather, Zakat must be paid on time. If a loan for Hajj is available, then that is good, but if not, Hajj is not obligatory for you. It is not permissible to abandon an obligation to perform a recommended act. As for your daughter's Hajj, as long as she does not possess wealth for Hajj, Hajj is not obligatory for her.
