The obligatory Hajj (Hajj al-Islam) is incumbent upon anyone who possesses wealth exceeding their expenses and essential needs. Hajj takes precedence over marrying off children and non-essential projects. If a parent spends money on essential needs and nothing remains sufficient for Hajj, then Hajj is not obligatory upon them. However, if they spend it on non-essential needs after Hajj has become obligatory upon them, then they are sinful. And whoever spends it before the time of Hajj, fleeing from it, is sinful. But if they spend it on projects before the time of Hajj and do not intend to flee from it, then there is no sin upon them.
Hajj becomes obligatory when the state begins registration procedures for it, because before that, one is not able to go.
As for , the amount of debt is deducted from it, and then what remains is Zakat-eligible if it reaches the after the passage of a full year, at a rate of 2.5%. Other personal expenses are not deducted when Zakat becomes obligatory.
