What is the meaning of Luqman's exhortation to his son to establish prayer, given that prayer was enjoined after the prophethood of Prophet Muhammad (peace be upon him)?

Prayer is an act of worship that existed in previous religions, though it differed from one nation to another in terms of number, method, conditions, and forms. This is indicated by Allah's saying about Ismail (peace be upon him): "And he used to enjoin on his people prayer and zakat (definition) and was to his Lord pleasing," and His saying: "O Mary, be devoutly obedient to your Lord and prostrate and bow with those who bow [in prayer]." Prayer is turning to Allah with submission, glorification, and supplication at specific times. It is the pillar of deeds because it encompasses acknowledging obedience to Allah and seeking guidance for righteous actions.
