Is the story of Umar ibn al-Khattab's saying to Amr ibn al-Aas, "Since when have you enslaved people, when their mothers bore them free?" authentic and can it be narrated to people?

This story is not established, for it was narrated by Abu al-Arab Muhammad ibn Ahmad ibn Tamim al-Maghribi in "Kitab al-Mihan" with a weak chain of narration due to the anonymity of Ibn Ishaq's shaykh. It was also narrated by Ibn Abd al-Hakam in "Al-Futuh" with a chain of narration that cannot be used as proof due to the anonymity of the one who narrated it to Ibn Abd al-Hakam, and the anonymity of Abu Abdah, who narrated it from Thabit.
