Is spending the funds for a voluntary ‘Umrah on Jihad, spreading knowledge, and fulfilling the needs of the weak better than performing ‘Umrah, or is performing ‘Umrah better, and does this include ‘Umrah in Ramadan?

It is possible to combine Umrah with spending on the needy if one economizes on Umrah expenses, especially during Ramadan. If it is not possible to combine them, then what is more beneficial to others is preferable. Therefore, Jihad, spreading knowledge, and fulfilling the needs of the indigent take precedence.
