It is impermissible to open a current account in a usurious bank except in cases of necessity or dire need. It is also impermissible to open a savings account if a current account can be opened. If that is not possible, then there is no harm in opening a savings account. The interest earned should be taken and spent on general Muslim welfare, such as hospitals and schools. It is not permissible to benefit from it personally.
