What is the ruling on selling during prayer, and is it obligatory to close shops and markets near mosques at prayer times?

Friday and congregational prayers are obligatory for healthy, resident men. They must go to the prayer and close their shops at its time. It is not obligatory to close shops if there are people inside who are not required to attend Friday or congregational prayers. It is recommended for the state to order the closure of shops during prayer times out of respect for Islamic rituals. It is not permissible for someone who is not obligated to attend Friday prayer to sell to someone who is, because both would be sinning. Congregational prayer is similar to Friday prayer in this ruling if we consider it obligatory.
