Is it obligatory for shops to close on Friday during the pandemic if Friday prayers are not held in mosques?

The prohibition of selling at the time of the Jumu'ah call applies specifically to those for whom Jumu'ah is obligatory, and does not include those for whom Jumu'ah is not obligatory, such as travelers, women, and children. Therefore, as long as the mosque is closed and Jumu'ah prayer is not being observed, the questioner is not obligated to close his shop, nor is selling prohibited for him, because he is in the position of one for whom Jumu'ah is not binding.
