Must one wash long facial hair and its roots when performing Wudu', or is it sufficient to wash only the face and the roots of the hair, even if the hair's length exceeds a span or two?

The hair growing on the face must have its outer surface washed. If the hair is thin and shows the skin beneath, then what is under it must be washed. If it is thick, then what is under it does not need to be washed. Al-Bahuti held that it is obligatory to wash the beard and whatever extends beyond the face, and it is recommended to run water through the part of it that covers the skin. Washing the outer surface of thick hair, such as the lower lip hair (anafaqah), mustache, eyebrows, and the beard of a woman or a hermaphrodite, is sufficient, and washing its inner part is sunnah (definition).
